Inaugural Session
1. Participants: List of FAC delegates is in the attached Annexure-I
2. Dr V N Sharma, Chairman, Federation of Retired SAIL Employees called the House to order and declared the XVth FORSE Apex Council Meeting open, welcomed everybody on the podium and in the audience and called upon Sri DK Thakur the General Secretary of the SAIL Ex-Employees Association (SEEA) and Convenor, Organising Committee to proceed with the programme.
3. Sri DK Thakur invited the dignitaries - Chairman FORSE Dr. VN Sharma, Vice Chairmen Shri SK Ghosh, Shri JS Nagabhushan and Shri Abhay Kumar Das, Gen Secretary Ram Agar Singh and Treasurer Shri N.C. Saha, the Hon’ble guests S/Sri S. Kumar, H.N.Singh, Girish Mishra and Dr C.B.Chaudhary to take their seats on the dais. They were welcomed with a Rose Bud. While welcoming all the Office Bearers, Hon’ble guests, Apex Council Members and members of the SEEA who had come to attend the inaugural session of the Apex Council meeting at Ranchi he briefed the delegates’ and audience with the culture and history of Ranchi, located at 618 meters (2,128 ft) above mean sea level (MSL), on the Subarnrekha river's northwest bank in the Chhotanagpur plateau. It has an excellent climate all through the year and known as a hill station, surrounded by dense Forest and about a dozen well known Falls like Dasam, Jonha, Hundru, Rani Falls etc. Sri Thakur further talked about the SAIL Units Ranchi and its great tradition of hospitality. He expressed that although our Unit has tried its best to make the delegates’ stay at Ranchi comfortable yet he suggested that the delegates may contact the volunteers for help etc. as and when required.
4. It was followed by lighting of the inaugural lamps by all the dignitaries on the podium.

5. Chairman invited all the delegates, guests and SEEA Members to introduce himself. This was done.
6. Dr. VN Sharma, Chairman, Federation of Retired SAIL Employees greeted the Guests on the podium, members of the FORSE Apex Council, the Executive Council of SAIL Ex-Employees’ Association, and invitees and welcomed them all to this session. Chairman called upon Sri Ram Agar Singh, General Secretary, FORSE to present his Report.
7. General Secretary’s Report: Sri Ram Agar Singh provided a brief history of the formation of the Federation of Retired SAIL Employees 11 years ago at Rourkela for the social, physical, financial and professional upliftment/ betterment of the Retired Employees of SAIL. He also briefed on the organizational set up as well as the modus operandi of its functioning with its regular 24X7 activities as per the need of the retirees. He also mentioned that FORSE normally follows democratic path through dialogue and persuasion through communication with all concerned to achieve its goal for the welfare of SAIL Retirees. However, at times it has also been compelled to adopt peaceful, non-violent agitational approach. Sri Singh, General Secretary, FORSE also spoke in brief on the Performance and Achievements of FORSE since its inception (Details in https://sailex.blogspot.com/2025/03/performance-and-major-achievements-of.html). He spoke about some of the major achievements like the updates on EPS 95, SAIL Mediclaim Scheme, SAIL Pension Scheme etc.
He dwelt at length wrt to implementation of EPS 95, not issuing the Demand Letters in Corporate Office, Bhilai Steel Plant, Salem Steel Plant, ISP Burnpur, DSP, VISL and CMO etc. The Demand Letters are not being issued in the said Units, in the name of Trust rules, has no legal standing as in SC order it is mentioned that there is no difference in both the Trusts Exempted and Unexampled and this discrimination is unlawful and arbitrary. FORSE has taken up the issue both to SAIL Chairman in initiating its role as an employer, envisaged in the Act, to approach CPFC, New Delhi to start issuing the DLs without delay. A letter was also written to Central Provident commissioner with a reference of the legal opinion of its Legal Advisor. Gen. Secretary assured that all Establishments will be covered as same yard stick will be used for all and DL letters will be issued certainly to all. FAC was requested to advise their members not to miss this opportunity and all the eligible employees should deposit the required amount without fail because after lapsing the 3 months prescribed time such persons will be treated as not interested in this scheme and will be left out as Supreme Court has mentioned in its order on 04.11.2022. It also brought to the notice of all the members that this scheme is an insurance scheme as Govt of India is the Guarantor of this scheme as per PF Act, 1952. The essence of this scheme may also be noted down that each and every employee needs a monthly amount for his dignified retirement life instead of a onetime lump sum heavy amount because such a deposit is vulnerable to be exhausted in fulfilling the demand of his sons/ daughters or close relatives in the name of urgencies. So the FDs cannot be compared to Pension in terms of social securities.
The initiative taken by SEEA Ranchi unit team led by Shri VK Mathur , Ex CGM , CFC, RSP, under the guidance of its President Dr V N Sharma with RPFC and RDCIS PF Trust for issuing Demand Letters to Ranchi Unit eligible pensioners is giving positive outcome. The benefit of this effort is getting automatically to Bokaro Steel Plant sRU Bokaro/ Rangarh etc. We are raising the issue not to close the Sahyog Portal at BSL after 15th of each month.
For the Pension status before Sept 2104 retirees the SLP which was pending in SC was heard on 19th March but it was also dismissed like Review Petitions / Curative Petition a sad factor of this episode. For minimum Pension @ 2000/ month which was proposed by Ministry of Labour & Employment did not get green signal by Ministry of Finance till now which was sent twice to FM. The news about a minimum Pension @ 7500 / month is absolutely FAKE and requested all the aspirants not to forward or pay attention to these Whatsapp news .
In present Mediclaim Scheme a lot of deductions were made in the beginning of this scheme from 11th July 2024 in the name of additional deductions when legally there is a provision of capping in our scheme. FORSE has protested against such deduction. In this context Gen. Secretary went to Corporate Office and met ED (HRD) and CGM (HRD) and discussed about these unlawful deductions. They agreed and suitable instructions have been sent to stop such deductions to control it to some extent.

8. The guests S/Sri H.N.Singh, S. Kumar, Dr C.B.Chaudhary and Girish Chandra Mishra also spoke of their experiences with SEEA and FORSE and the help and support given by them to the SAIL Retirees all over. They wished SEEA and FORSE well in coming years.
9. Sri Jwala Prasad, Treasurer, SEEA proposed a vote of thanks for the FORSE delegates, Guests on the dais and SEEA Members in the audience. He also thanked the Managements of RDCIS and CET and the members of staff of Maintenance department.

1. Confirmation of the Minutes of the Meeting held at Bokaro on March 16-17, 2024: Sri Ram Agar Singh, Gen Secretary, sought the approval of the MOM which was circulated in advance and the house approved it unanimously. 2. Finance & Audit Matters– Sri N.C. Saha, Treasurer, FORSE presented the following for information and approval.
a. Sri NC Saha Treasurer presented audited annual financial accounts of FORSE for the FY 2023-24 .This was deliberated, approved and incorporated.
b. Treasurer thereafter submitted statement of accounts of FORSE for the year ending 31.3.2025 (Annexure II) and a copy of the same was given to each unit separately. It was revealed that there is cash in hand of Rs70.00. There are balance of Rs.390835.64 in Rourkela account and Rs.131113.90 in Ranchi account.
c. The House was informed that IT return for FY 2023-24/AY 2024-25 was as usual filed and exemption on TDS accrued on Interest was granted resulting into issuance of refund order of Rs.7560 was issued However subsequently due to modification in rule by introducing AOP clause where no such exemption is granted for Association of Persons and 30% tax on income being chargeable, rectification order U/S 154 under IT Act 1961 was issued demanding Rs 31880.00 with interest withdrawing the earlier refund order. The Council made a request to CA Sri A.K. Dutta to get the matter reexamined and on the basis of this and furnishing Registration certificate and other related papers by the Chairman immediately afresh. Grievance petition has already been filed for rescinding order and reinstating the earlier order. The Council would be eagerly waiting for the outcome.
d. The proposal for appointing Sri A.K.Dutta and Associates C.A. for auditing the annual accounts of FORSE for the FY 2024-25 and filing the IT return for AY 2025-26 at the same terms and conditions and same remuneration that of last year was unanimously approved by the Council. The consent letter from CA has been obtained and submitted to Chairman and GS.
3. The issue relating to refund of accrued money collected from the units with regard to Supreme Court case for EPS -95 unspent was discussed at length. On this divergent views emerged amongst the members for refund or no refund at the moment. After much discussions and taking into view various pros and cons of refund if made, it was decided to defer the decision till next Apex Council meeting.
Further consultations will be made with CA and also consideration of outcome of review petition. The members also agreed to bear the burden of tax if levied additionally till then and the outcome of petition is not successful.
4. General Secretary FORSE added to his Report in para 7 above the important activities subsequent to Bokaro meeting including Review of progress on General, Financial Issues, EPS 95 Case etc.

5. Charter of Grievances & Demands of SAIL Retired Employees is in the following link https://sailex.blogspot.com/2024/02/comprehensive-charter-of-grievances.html were discussed item-wise in detail. Many Apex council members spoke on the agenda and suggested for improvement and betterment in the quality of life of the SAIL Reirees and how to achieve them. Their views were noted down and will be applied in our future course of action / agitation.
A. General
i. House leasing to Retirees: For a very long time FORSE has been appealing SAIL to allot vacant/ unutilised Houses in the SAIL Townships to the Serving and Retired employees on Long lease basis- for 33 years in first go and two extensions of same duration without payment of additional money. SAIL has not paid heed to it. Therefore, the issue was discussed in detail and it was decided to adopt a Resolution, signed by all the FAC Members, and send the same to the Hon’ble Union Minister of Steel with a request to kindly advise SAIL to allot Houses in the SAIL Townships on long lease basis as quickly as possible. It was also decided that a FORSE delegation may see the Minister in person and follow it up to expedite the issue. II. Allotment of Office space to all FORSE-affiliated Associations: A good number of communications were sent to SAIL with a request to allot a proper size office space in one of the strategically located vacant / unutilised Houses, office space in cities, to the FORSE affiliated Unit Associations for serving the normal and emergency needs of the Retirees with some comfort. SAIL did not pay heed to this even when a large number of vacant Houses/ office space in SAIL Townships/ Offices in the cities are available and some of them getting misused. The issue was discussed in detail and it was decided to pass a Resolution, signed by all the FAC Members present, and send the same to the Hon’ble Union Minister of Steel with a request to kindly advise SAIL to allot such vacant houses/ vacant office space to FORSE affiliated Associations against nominal charges for their use. III. Amendment in the Vehicle Scrapping Policy for Retirees/ Sr. Citizens: The issue was deliberated in light of the weaker financial condition of the SAIL Retirees and absolute silence of the Govt esp on our communication of Jan 19, 2022. It was decided to request the Union minister of Road and Transport once again to kindly exempt the senior citizens, especially those who do not get any pension and whose car or two wheeler vehicle has to be scrapped or re-registered in 15 years from the limit as most of the people do not drive the vehicle even for 25000 km in 15 years. Forcing them to scrap their cars/ vehicles by counting number of years is not a pragmatic approach as the wear and tear is minimal for less distance travelled. V.Periodic meeting with FORSE representatives to be convened by SAIL for bridging Communication gap between SAIL & FORSE to help resolve ever cropping up issues regarding well-being ofRetirees.:
VI.It was reported that Licensing of quarters on Auction basis has again been initiated in RSP. It was considered a serious issue and it was decided to protest this act as violation of the SAIL set practice which is being followed in all units. It was also decided to request SAIL Chairman to stop the practice in RSP immediately.
VII. Ranchi Leased House renewal issue: Apex Council Members from Ranchi raised the issue of delay of 9 years’ in renewal of the long leased Houses which is due from 25th November 2016 for two like periods of 30 (thirty) years each without payment of any further premium subject to satisfactory fulfilment of the terms and conditions of this lease agreement on the part of the Lessee. RDCIS has failed to do it even after several oral and written reminders from time to time by SAIL Ex-Employees’ Association Ranchi. Members of the Apex council expressed anger for such a long delay in execution of Lease renewal by SAIL Ranchi and it was decided that FORSE Chairman may take it up with SAIL Ranchi unit. If they fail to resolve the issue within a month FORSE Chairman will be free to ask SAIL to issue necessary advisory to SAIL Ranchi to complete the process of renewal of House leasing within a given time-frame.
VIII. Quarterly meeting of Unit Associations with Heads of the Plants/ units and Bi-monthly meeting by Heads of Personnel and Nodal Officer/ Medical Nodal Officer and Retired Employees represented by FORSE and FORSE -affiliated Associations
IX. HRA benefit/ arrears to all retirees irrespective of date of retirement.
X. Issuing I-Card by SAIL to all Retirees in line with corporate office and other Units.
XI. Opening/ Running of Senior Citizens (Retirees) old age home at all plants/ units locations by SAIL as started at Durgapur and Bhilai recently.

Business Session III
B. Financial benefits
i. Payment of Ex-gratia of Rs 5000/- to pre-2007(Exe) and pre-2012 (N.E.) Retirees: Immediate grant of Ex gratia payment on monthly basis to the retirees uncovered under any pension scheme by SAIL https://sailex.blogspot.com/2022/02/request-to-pay-pensionof-rs5000-to-all.html (especially in view of spectacular improvements in financial position of SAIL and much avowed policy of the Government to bring the Have nots under assured social security umbrella)
ii. To expedite the payment of 11 months perks was raised by members and it was decided to take up the issue with SAIL. The interest which was to be paid @18% was raised to SAIL Chairman as directed by court. It was decided that after completing the ongoing payment is completed it will be raised accordingly at appropriate time.
iii. Expedite payment of Higher Pension under EPS 95: FORSE to continue with sufficient pressure on CPFC, concerned RPFCs, the SAIL and SAIL Unit PF Trust managements and Nodal Officers to ensure payment of Higher Pension to all eligible for the same at the earliest.
iv. Gratuity payment wef 01st January 2017 to Executives-both serving and retired: It was discussed and decided to remind SAIL of our request as in the https://sailex.blogspot.com/2025/04/payment-of-gratuity-on-revised-ceiling.html to revert back wef 01st January 2017 instead of 29th March 2018 as has been done to Executives in other PSUs like ONGC, IOC, NTPC, BHEL, GAIL etc and for Non-Executives in SAIL.
v. VISL members informed the House that they have already submitted letters to Steel Minister who has positively assured that plant would be revived & adequate financial support would be given. The Hon'ble Steel Minister has already assured that SAIL will invest required amount for the upgradation & revival of VISL. Our MP is also telling that process is going on & within 3 or 4 months fund would be released. FORSE may take it up with the Steel minister at appropriate time
vi. Issues with the Government- Increase in interest rate on deposits, Raising Income Tax slab limits, reinstate concessional train tickets for Sr Citizens, reduce GST to Zero percent on payment of premium for Mediclaim Insurance Scheme for the Retired Employees of SAIL. etc.

Business Session IV
C. Healthcare Issues:
a) Association of FORSE: At the time of formulation of the new scheme for 2025-26, SAIL should associate FORSE representatives as per repeated demand placed with SAIL every year.
b) SAIL must make desired effort to reduce Premium Rates from the Existing ones.
c) Free Medical Check Up Periodically
d) SAIL must ensure inclusion of all IRDAI circulars/guidelines/ Rules for Sr Citizens in the SAIL Mediclaim Scheme for 2024-25.
e) SAIL must ensure 'Cashless Everywhere' initiative of the General Insurance Council (GIC) to extend the cashless treatment at all hospitals.
f) To enhance OPD/IPD coverage in SMSRE 25-26: After a long deliberation members opined that due to all round increase in the cost of Healthcare like cost of medicines, hospitalization charges, doctors charges etc IPD coverage to be enhanced to at least Rs 6 lakhs each with clubbing facility and the OPD limit should be increased to Rs 25000 for each with clubbing facility,
g) To allow transfer of some unspent amount from IPD to OPD: Retirees are finding it difficult to cope up with the current limit of Rs 4000/ 8000 in OPD treatment due to high rise in Doctors fees and cost of medicines etc. SAIL must consider and permit to add some portion of unspent money on account of IPD to OPD coverage as cushion for OPD expenditure in SMSRE 2025-26.
h) Removal/ deletion of First incidence clause / clause 9.0: As a major outcome of the detailed discussion in the 15th FORSE Apex Council meeting held at Ranchi on April 09-10, 2025 it was decided to request SAIL to removal/ delete the First incidence clause / obnoxious clause 9.0 in SAIL Mediclaim Scheme for Retired Employees.
i) Extension of SMSRE to VISL employees retired between 1989 and 1998: During the discussion it was felt that it was grave injustice to those VISL retirees between 1989 and 1998. It is more perplexing to know that it is not approved yet even after SAIL Chairman’s assurance twice last year. FORSE demand to extend the SAIL Mediclaim facility to about 200 ex-employees of VISL retired between 1989 and 1998, so that they can join the Scheme wef 11th July 2025
j) SAIL Mediclaim & Healthcare schemes to follow uniformity: The issue of different OPD coverage in Delhi, Kolkata and other cities/ towns or those living in rural locations are Heart burning issue as every retiree has contributed similarly. So SMSRE must follow as far as practicable the principle of uniform application, for all retirees irrespective of location etc
k) Healthcare issues at Ranchi: FAC members from Ranchi raised the issue of healthcare at the Ispat Hospital, Ranchi to which both serving and retired employees of SAIL are attached for healthcare purposes including for SAIL Mediclaim Scheme. Since Ispat hospital is under the control of MECON the facilities provided are not as per SAIL Rules. It was decided that FORSE may take it up with SAIL unit Ranchi with a suggestion to formulate a scheme which is currently implemented at SAIL Plant Hospitals and to get it implemented in Ispat Hospital with the help of Mecon. If it is not possible SAIL Ranchi should initiate necessary changes in consultation with SAIL C.O. and adopt the Healthcare policy/ scheme as formulated for SAIL C.O. Dispensary.
l) Improvements in present SAIL Medical scheme for the retirees at par with serving employees as envisaged in SAIL-NJCS Agreement 1978 and as exists in other Maharatna companies like ONGC, IOC, NTPC, BHEL etc without bringing major changes in the policy. (the points already forwarded earlier)
m) Allowing diagnostics tests etc free at SAIL referral hospitals as advised by SAIL medical units. In fact the retirees located near the plants can undergo such tests in plant hospitals free. The city-based retirees have now to incur very high expenditure on this account even for regular tests.
n) Removal of cappings on certain IPD treatment involving surgical procedures. In some hospitals as reported for surgery there is no choice of doctors. The hospitals select the surgeons from the panel. In some capping cases final bills to be cleared come much higher where the additional amount needs to be paid by the members. The reasons being shown are on account of additional fees charged by attending surgeons, extra /special gadgets used by surgeons at the time of operation etc. So, there is no ipso facto meaning in imposing capping. The members have to clear the additional bills charged by the hospitals. The capping clause should henceforth be abrogated.
o) Approve payment on actual basis for Rehab/ Physiotherapy treatment by qualified therapist on the advice of hospitals without any time limit in cerebrovascular accident cases where it is felt that further stay in hospitals may not be necessary and patients can be rehabilitated if intense physiotherapy is undertaken at home for longer period on advice of hospital doctors with regular checks.
p) It was stressed by the representatives from Metro cities that treatment by RMP (minimum MBBS) should be allowed at par with serving employees as consultation charges at nominated OPD centres / hospitals are very high and there is also logistic / movement problem in cities. For the diseases of less serious nature, one can always go to a local doctor in the vicinity and avail the consultation at lower cost.
q) OPD facilities with ensured supply of all medicines to Retirees by creating Pharmacy at all places at par with corporate office and CMO Kolkata for all retirees.
r) Mediclaim/ Healthcare related issues of SAIL Retirees raised through letter in https://sailex.blogspot.com/2022/02/forse-to-sail-for-improving-mediclaim.html
s) Extending the SAIL Mediclaim Scheme to all Retirees of all Units without a cut-off date.
t) SAIL must honour the terms and conditions as given in para 14 of the Appointment Order to its employees for post-retirement free medicare to the Employees and the spouse.
u) ICCU / ICU / ITU / Ventilator charges are to be paid on actual basis. But the diagnostic / pathological charges while the patient is in such critical beds, should not be raised high and are to be paid at normal rate as in entitled beds.
v) All pathological/diagnostics tests recommended by SAIL doctors/medical units may be undertaken in SAIL nominated hospitals/centers free at par with serving employees and bills to be paid by SAIL
w) For treatment of terminal diseases like Cancer, Neuro, major heart disease e.g., vulvectomy, Kidney transplant if permitted in case of complete failure etc SAIL to come forward with financial help beyond IPD limit.
x) For Top up/ Super top up provision in the present Medical scheme, premium rates which are very high should be reduced drastically and made affordable.
y) SAIL may please set up a 24-hour working Help center for Retirees Healthcare purposes like hospitalization etc in odd hours and depute personnel in Corp Office as well as Plants/ Units to man this in all three shifts.
z) SAIL should make a provision to enhance financial support in such treatments which costs more than 8 lakhs (Flotter basis ) like Cancer, SAIL must come forward to support in such cases which is beyond the capacity of the retired employees.
aa) In cases, where the patient is hospitalised before expiry of the policy period, but continues treatment after expiry of the policy, provision may be made to reimburse total expenses incurred from the new policy if the balance in the expired policy is not adequate to meet the total bill.
bb) Capping for Room rent should be enhanced to cope up with the hiked Room rent in the Hospitals. There is need to increase the entitlement limit of room rent further from 1%, 1.25%, 1.5% to 2% and 3% of individual sum insured value, depending upon the category of the respective city, as such charges in specialty hospitals have enormously increased or actual of entitled / available rooms is to be allowed.
cc) In case one of the couple-Retiree or the spouse- is dead, SAIL in SMSRE 25-26 should make a provision that the other one, who is alive, should be allowed to pay the premium for the two and get total coverage.
dd) More procedures e.g. Cystoscopy, Colonoscopy, Endoscopy, Bronchoscopy, ERCP/ MRCP and all types of MRI should be brought under Day Care treatment.
ee) If a member has not claimed IPD/ OPD in the current year of mediclaim coverage SAIL-Insurer should give some rebate for this in the amount of premium in the next renewal.
D. Next FAC Meeting: Shri Rajarathinam from Salem expressed his desire to hold the next FAC meeting at Salem sometime in Oct / Nov 2025-the exact dates to be fixed and announced by FORSE Chairman in consultation with Salem representatives and FAC members. It was accepted by thumping and clapping of the Council members.
E. Dr V N Sharma’s proposed resignation from the post of Chairman: At this point of time Vice-Chairman Sri SK Ghosh took the mike. While he thanked Dr V N Sharma for his candid expression Sri Ghosh vehemently opposed this proposition. He expressed the sympathy of all and all were sorry to see the present state of health of Dr Sharma, they unequivocally were appreciative of the role he has still been playing specially keeping coordination with all the units, maintaining connectivity with all concerned, responding to all issues being raised from time to time by the units, writing to SAIL Chairman etc. convening Apex council meeting so meticulously at Ranchi at short notice also smacks of his able leadership. Moreover next mediclaim scheme is also in offing where his leadership is very much required.
Sri Ghosh therefore exhorted that Dr V N Sharma should take back his decision in views of the present scenario where Fight with SAIL has to be taken to new heights due to their continued apathy and lead FORSE for some more time till a competent successor could be installed. However, Dr Sharma should not take much physical movements. All the members in Apex council present fully endorsed and supported Sri S K Ghosh.
F. Vote of Thanks: Sri Ram Agar Singh GS, FORSE proposed a vote of thanks to all the fAC members, Organising committee of SEEA for this event and the volunteers who worked so hard to make the delegates life comfortable from receiving at the station to departure schedule to excellent boarding and lodging arrangement during the programme.
