फोर्स अपेक्स कौंसिल की बैठक में लिए गए फैसलों पर एक संक्षिप्त रिपोर्ट

 

सेवानिवृत्त सेल कर्मचारी महासंघ (FORSE) 09-10 अप्रैल 2025 को रांची में शीर्ष परिषद की 15वीं दो दिवसीय बैठक सम्पन्न हुई । इसमें  देश भर के सेल से जुड़े इस्पात संयंत्र और इकाई स्थानों, राज्य और मेट्रो शहरों जैसे भद्रावती (कर्नाटक), भिलाई, बोकारो, बर्नपुर, बेंगलुरु, दुर्गापुर, हैदराबाद, कोलकाता, मुंबई, रामगढ़, रांची, राउरकेला और सेलम से सेल सेवानिवृत्त कर्मचारियों के विभिन्न संघों का प्रतिनिधित्व करने वाले परिषद सदस्य शामिल हुए. ओपन सेशन में सेल से रिटायर्ड  4 ई डी सर्वे श्री एस एन सिंह, एस कुमार, गिरीश मिश्रा और डा सी बी चौधरी ने भाग लिए और अपने अनुभव से सदस्यों को अवगत  कराये.

बैठक के एजेंडे में सेल सेवानिवृत्त कर्मचारियों के लंबे समय से लंबित मुद्दों की समीक्षा और कार्य योजनाओं को लागू कराने के उपायों  पर गंभीर विचार,- विमर्श किया और इसके क्रियान्वयन की रूपरेखा बनाई गई  है। बैठक में सेवानिवृत्त सेल कर्मियों से संबंधि उन मुद्दों पर विचार को प्राथमिकता दीं गई, जिन पर सेल और सरकार दोनों ने निर्णय लेने और लागू करने से इनकार कर दिया है।

सेल से सेवानिवृत्त होने वाले कर्मचारियों की तत्काल जरूरतों को पूरा करने के लिए समय-समय पर अनुग्रह भुगतान लागू करने , जैसा कि अन्य सार्वजनिक उपक्रमों में प्रचलित है और जैसा कि 2009 में जारी डीपीई के ऑफिस मेमोरेंडम के माध्यम से भारत सरकार द्वारा सलाह दी गई है को लागु करने,  बेहतर स्वास्थ्य सेवा प्रणाली, स्वचालित नवीनीकरण, अस्पताल में भर्ती होने वालों की बढ़ी हुई कवरेज और विभिन्न शहरों में आउटडोर उपचार आदि की अलग-अलग कवरेज, सेल अस्पतालों, डिस्पेंसरियों आदि से मुफ्त में दवाओं की उपलब्धता जैसे स्वास्थ्य सेवा के मुद्दों में सुधार के बजाय इसमें कमी करने का से सेवा दिन पर दिन यह खराब होती जा रही है।

ई पी एस 95:के हक़दार लोगों को जो सेल के भिलाई, दुर्गापुर, बर्णपुर, भद्रावती, सकेम, दिल्ली के लोगों को डिमांड लेटर जारी  नहीं करने के मामले को गंभीरता से लिया हैँ और इसके लिए आवश्यक कदम उठाने का एलान किया हैँ

बोकारो स्टील प्लांट में  डिमांड लेटर के लिए बनाये  गए सहयोग  पोर्टल को 15 तारीख के बाद बंद करने का मामला को सेल चेयरमैन के संज्ञान में लाने का निर्णय  लिया  हैँ और 30 तारीख जमा सभी चेक या डिमांड  ड्राफ्ट को राँची भेजना इम्प्लॉयर का काम है न कि सम्बंधित कर्मचारियों का इसलिए इसे भी लागू कराने के लिए डी आई से एक प्रतिनिधि मण्डल मिलेगा और इसके कानूनी पहलु से उन्हें अवगत कराएगा.

 सेल में हाउस लीजिंग/लाइसेंसिंग नीति को अभी तक ठोस रूप नहीं दिया गया है और इसे तर्कसंगत आधार पर कर्मचारियों या सेवानिवृत्त कर्मचारियों को आवंटन के लिए इस्तेमाल नहीं किया गया है।  फ़ोर्स ने यह निर्णय लिया हैँ सेल में खाली पड़े आवसों को पुनः लीजिग करने के लिए एक 3 सदस्यों का प्रतिनिधि स्टील मिनिस्टर से मिलकर इसे लागु करने का अनुरोध करेगा जिससे खाली पड़े आवासों की सुरक्षा, अपराधियों के द्वारा इसके दुरूपयोग रोकने और अतिरिक्त आमदनी के लिए इसके लाभ से इस्पात मंत्री को अवगत कराया जायेगा.

सेल के द्वारा फोर्स के इकाइयों में स्थित एसोसिएशन को ऑफिस  स्पेस नही देने पर क्षोभ प्रकट किया गया और यूनिट एसोसिएशन की वरिष्ठ नागरिकों/ सैल के रिटायर्ड कर्मियों को मदद पहुंचाने में अवरोध पैदा करने की चेष्टा बताया गया। इस विषय पर ऑफिस स्पेस की मांग रखते हुए एक प्रस्ताव इस्पात मंत्री को प्रेषित करने का निर्णय लिया गया।  

 3 अप्रैल की घटना के चलते बी एस एल का उत्पादन 30 घंटे बंद रहने के लिए ज़िला प्रशासन की नकारात्मक भूमिका बहुत ही दुर्भाग्यपूर्ण हैँ और इसके लिए दोषी लोगों की पहचान करने के हाई कोर्ट के किसी वर्तमान न्यायाधीश से जाँच की मांग करती हैँ क्योंकि डी सी के अधीन कार्यरत अधिकारी से इसकी जाँच कराना एक मखौल के समान हैँ क्योंकि इसमें ज़िला प्रशासन की भूमिका ही संदेह के घेरे में हैँ 

वरिष्ठ नागरिकों के लिए जमा राशि जैसे वरिष्ठ नागरिक बचत योजना, एमआईएस और पीपीएफ आदि पर भारत सरकार द्वारा ब्याज दरों में भारी कटौती और वरिष्ठ नागरिकों के लिए ट्रेनों में टिकट बुकिंग में रियायत वापस लेना एक बड़ा मुद्दा बन गया है, जिस पर वरिष्ठ नागरिकों का भरण-पोषण निर्भर है के लिए हर विकल्प का इस्तेमाल करने का भी निर्णय लिया हैँ

फोर्स ने 4 नवंबर 2022 के सर्वोच्च न्यायालय के आदेश के अनुसार ईपीएफओ, इसके क्षेत्रीय कार्यालयों, सेल और इसकी इकाई पीएफ ट्रस्टों के साथ उच्च पेंशन के भुगतान में तेजी लाने के मुद्दे को जोरदार तरीके से आगे बढ़ा रहा है। इसके लिए दिल्ली जाने वाली कमिटी श्रम मंत्री से मिलकर इसके त्वरित समाधान करने के लिए जोर डालने का निर्णय लिया हैँ.

सेल और भारत सरकार द्वारा सेल सेवानिवृत्त कर्मचारियों की अपेक्षाओं को पूरा करने में विफल रहने की स्थिति में फ़ोर्स ने सेल कॉर्पोरेट कार्यालय, नई दिल्ली और इसके संयंत्र और इकाई स्थानों पर धरना, प्रदर्शन आयोजित करने की विस्तृत कार्य योजना तैयार की हैँ जो निम्नलिखित हैं । यदि सेल और सरकार द्वारा मुद्दों का समाधान नहीं किया जाता है तो फोर्स इसके बाद नई दिल्ली में जंतर-मंतर पर भूख हड़ताल का आयोजन कर सकता है।

एक और महत्पूर्ण मांग के लिए भूतल और सड़क परिवहन मंत्री से वरिष्ठ नागरिकों के लिए खास कर जिनको कोई पेंशन नहीं मिलता हैँ और जिनकी कार या दो पहिया वाली गाडी को 15 साल में स्क्रैप करने या पुनः रेजिस्ट्रेशन कराने की सीमा से छूट दिलाने का अपील कारगी क्योंकि अधिकांश लोग 15 साल में 25000 किलोमीटर भी गाड़ी को नहीं चलाते हैं इसलिए इसे व्यावसायिक गाड़ी की श्रेणी से अलग करने के लिए प्रयास करेगी.

*A brief report on the decisions taken in the meeting of the FORSE Apex Council*

The 15th two-day meeting of the apex council of Federation of Retired SAIL Employees (FORSE) was held in Ranchi on 09-10 April 2025. Council members representing various associations of SAIL retired employees from SAIL's steel plants and unit locations across the country, states and metro cities like Bhadravati (Karnataka), Bhilai, Bokaro, Burnpur, Bengaluru, Durgapur, Hyderabad, Kolkata, Mumbai, Ramgarh, Ranchi, Rourkela and Salem attended it. Retired 4 ED Survey from SAIL, Shri S N Singh, S Kumar, Girish Mishra and Dr. C B Chaudhary participated in the open session and shared their experiences with the members.

The agenda of the meeting included review of long pending issues of SAIL retired employees and serious deliberation on measures to implement action plans and a framework for its implementation has been prepared. The meeting gave priority to the consideration of those issues pertaining to retired SAIL personnel on which both SAIL and the Government have refused to take a decision and implement.

Implementation of ex-gratia payments from time to time to meet the immediate needs of the employees retiring from SAIL, as is prevalent in other PSUs and as advised by the Government of India through the Office Memorandum of DPE issued in 2009, better healthcare system, automatic renewal, enhanced coverage of hospitalizations and differential coverage of outdoor treatment etc. in different cities, availability of medicines free of cost from SAIL hospitals, dispensaries etc., instead of improving the healthcare issues, the service is deteriorating day by day.

The matter of not issuing demand letters to the people entitled under EPS 95 in Bhilai, Durgapur, Barnapur, Bhadravati, Sakem, Delhi of SAIL has been taken seriously and necessary steps have been announced for this.

It has been decided to bring the matter of closure of Sahayog Portal created for demand letters in Bokaro Steel Plant after 15th to the notice of SAIL Chairman and sending all the cheques or demand drafts deposited by 30th to Ranchi is the responsibility of the employer and not the concerned employees, hence to implement this also, a delegation will meet the DI and will make them aware of its legal aspects.

House leasing/licensing policy in SAIL has not been given a concrete shape yet and it has not been used for allotment to employees or retired employees on a rational basis. The Force has decided that for re-leasing of vacant houses in SAIL, a delegation of 3 members will meet the Steel Minister and request him to implement this so that the Steel Minister will be apprised of its benefits for security of vacant houses, preventing its misuse by criminals and for additional income. Dissatisfaction was expressed over SAIL not providing office space to the associations located in the Force's units and it was said that this is an attempt by the Unit Association to create obstacles in helping senior citizens / retired personnel of SAIL. It was decided to send a proposal demanding office space on this subject to the Steel Minister.

The negative role of the district administration in the 30-hour shutdown of BSL production due to the incident of April 3 is very unfortunate and demands an inquiry by a sitting judge of the High Court to identify the culprits because getting it investigated by an officer working under the DC is a mockery as the role of the district administration itself is under suspicion.

The massive cut in interest rates by the Government of India on deposits for senior citizens such as Senior Citizen Savings Scheme, MIS and PPF etc. and withdrawal of concession in booking tickets in trains for senior citizens has become a big issue on which the sustenance of senior citizens depends.

The Force is vigorously pursuing the issue of expediting the payment of higher pension with the EPFO, its regional offices, SAIL and its unit PF Trusts as per the Supreme Court order of November 4, 2022. For this, the committee going to Delhi has decided to meet the Labor Minister and press for its immediate solution.

In case SAIL and Government of India fail to meet the expectations of SAIL retired employees, the Force has prepared a detailed action plan to organize Dharna, Demonstration at SAIL Corporate Office, New Delhi and its Plant and Unit locations which are as follows. If the issues are not resolved by SAIL and Government, the Force may thereafter organize Hunger Strike at Jantar Mantar, New Delhi.

For another important demand, we will appeal to the Minister of Surface and Road Transport to exempt senior citizens, especially those who do not get any pension and whose car or two wheeler vehicle has to be scrapped or re-registered in 15 years from the limit as most of the people do not drive the vehicle even for 25000 km in 15 years, hence we will try to exclude it from the category of commercial vehicle.
