Members present: As in the

2. Following the exchange of pleasantries and demonstration of thrill by
Members for meeting in the Cloud, Chairman called the meeting to order
and welcomed all the members in the 3rd Cloud FAC meeting and appreciated them
for their prompt participation. He gave a brief of what all has transpired during
the intervening period and invited unit-wise members to provide unit-wise
updates of developments in their respective units. Having regard to the
seriousness of sale/ privatisation of VISP and Salem Steel Plant Chairman added
this issue in the Agenda for discussion and necessary action.
Members’ views revolved generally around
(i)
Discriminatory continued illegal action by SAIL in
OPD coverage of Rs 48000/- per head per year in Corp office dispensary and Rs
4000/- or Rs.8000/- as he case may be in other Unit Hospitals/Dispensary/
locations.
(ii)
Amending/ enlarging the Exclusion list in SAIL
Mediclaim Scheme as an afterthought post the wide circulation of signed
documents to members as a sign of its implementation.
(iii)
half-hearted implementation of SAIL Pension Scheme
with wrong data of deduction in all Units,
(iv)
Not up-to-the mark Healthcare through SAIL
Mediclaim Scheme- the issues of inordinate delays and inappropriate settlement
of Bills by MDIndia and the Insurance Company incl. for those pending for
earlier years too were discussed.
(v)
Payment of Rs 5000/- per month as pension/
ex-gratia for all the SAIL Retirees who are not covered by SAIL Pension Scheme,
(vi)
Full salary pension scheme under EPS-95.
After detailed delebrations
on
the above issues the folowing decisions were arrived at by consensus.
11. A letter to be written to Union Minister of Steel
about the discrimination and illegal activity by SAIL as in para (i) and (ii)
above asking him to advise SAIL to conduct an enquiry and correct the
wrong-doings.
If appropriate and
satisfactory results are not visible in ten days thereafter, Chairman, FORSE
will write to about a dozen Floor leaders in Parliament to take up these issues
formally with the Union Steel Minister on our behalf.
2. 2. Unit Office bearers to play a proactive role by consistently
writing (every month) to the Directors/ CEOs/ HoPs / Nodal Officers of their
Unit on issues arising out of SAIL Pension Scheme, SAIL Mediclaim Scheme, House
leasing or licensing and other local issues & grievances and interact with
them in formal meetings. (Examples can be Bokaro)
3. 3 Individual mediclaim cases should be
v dealt initially and all though
by the Retiree himself on his own email id with MDIndia and provide documents
or clarifications etc asked for by the TPA in the trail mail without changing
the subject line.
v If not settled within the
stipulated period, Retirees may forward his complain to SAIL Chairman & DP,
EDP & GMP in C.O. with copies to Unit Associations and ask for help.
v If it fails even thereafter,
the concerned Unit Association may forward the trail mail with their
observation to forsesail@gmail.com.
v For other Health related
issues like Hospitalisations etc Retirees may contact Unit Hospital management
(if the cae is there), MDI, GMP SAIL (i/c SMSRE etc) and finally their
respective Association for help.
4. 4. On the subject of our demand of Rs 5000/ as pension
per month as in para (v) above, Chairman, FORSE, referring to his earlier
communications to PM, FM, Steel Minister, Social welfare Minister etc, to write
to about 20 vocal MPs and floor leaders, party leaders etc to persuade the PM,
FM, DPE etc to advise SAIL to pay such amount of Rs5000/- per month as pension/
ex-gratia who are not covered by SAIL Pension Scheme.
FAC Members are to provide the list of vocal &
strong MPs of their constituency and the State urgently.
5. 5. Regarding sale/privatisation of VISP and Salem
Steel Plant it was decided to advise the Office bearers of the concerned Unit
to work out some agitational action plan with local people, Unions, SEFI Units,
and political parties and initiate action and represent to Govt to stop. FORSE
will act on the basis of updates provided by VISP & Salem.
6. 6. On the subject of non-implementation of SAIL
Pension Scheme in Salem, Office bearers were asked to provide the data and
reasons for this with copies of correspondence with SSP or SAIL, if any.
7. 7. Chairman informed that EPS-95 case is scheduled for
hearing only the Review Petitions filed by GOI and EPFO on 16th October
2020. Our case will be heard only after a final Court ruling is given on this
Review Petition.
8. 8. About a month and half later a letter will be sent to Minister of Steel with detailed
information comprising comprehensive comparisions of Mediclaim Schemes in RINL, SAIL and Oil companies and for similar Schemes in SAIL.
After Chairman’s concluding remarks, Sri Ram Agar Singh, Gen. Secretary
proposed a vote of thanks to Chairman and all the members present for the
successful conduct and decision making in the meeting.
Meeting ended with Members from all the Units echoing the sentiments of GS
in appreciating the Chairman FORSE for conducting this Cloud meeting and thanked him
profusely for the same.
