RESOLUTION
Against
privatisation/ sale of SAIL plants
This
issue was deliberated as agenda item in 7th Apex Council meeting at Salem on
12th Sept 2017 attended by representatives of all affiliated units/ associated
organisations from Bokaro, Bhilai, Rourkela, Salem, VISL, Ranchi, Kolkata, SRU,
Hyderabad, Chennai, Bengaluru and Mumbai at length and took note of the
seriousness of the issue emanating out of recommendations of NITI AYOG to the
Government of India and possible move of Government in this direction. The Apex
Council members felt very much indignant over this dangerous move. The members
recalled the basic reason of formation of these units and operation of these
units under SAIL. Apart from fulfilling the avowed social objectives, these
units have been hitherto catering to the needs of priority/ critical sectors in
the country and a holistic view was taken in respect of profitability of the
company as a whole so far instead of having singular approach as SAIL is
contributing large sum every year to national exchequer.
It is,
therefore, imperative that instead of hiving off these units, modernization and
upgradation plans should be chalked out with infusion of fresh capital with
financial support from Central Government. It will make them commercially
viable also by identifying certain government sectors who meet their
requirements from these units only.
The
members also strongly felt that when Government is giving tacit support to some
large defaulting organization with very high NPA by providing financial
concessions through PSU Banks, the same consideration ought to be made to
rehabilitate these units to make them operationally and commercially viable. It
is also intriguing to perceive the intention and plans of intending purchasers
ultimately and how and in what form these units will be shaped up
Taking
an overall view in above panorama the Apex Council feels constrained to take
unanimous resolution in this meeting today reading as under and desires this to
be sent to Hon’ble Prime Minister, Union Minister of Steel, Chief Ministers of
the concerned States and concerned MPs, Secretary Steel, Chairman SAIL and
members of SAIL BOD.
"It
is hereby resolved that the move, if any, with regard to Sale/ Privatisation of
three units - ASP Durgapur, SSP at Salem and VISL at Bhadravati - be stopped
forthwith with fresh consideration of making these units operationally and
commercially viable as this purported draconian step is construed as
anti-national and contrary to avowed objectives of creation of such units under
public sector.
It is
thought that this move will have wide scale repercussions with already growing
resentment everywhere"
We, the undersigned, appeal all
concerned with a hope that the Government will give due consideration to all
these factors and desist from going ahead from such move, as privatisation/
sale of SAIL plants, if any.
