AGENDA for discussions in meeting at Bhilai on 20th/21st Sept.2014.

 Session I:  Sept 20, 2014, 10.00 AM-1.30 PM

1.   Welcome by Sri Saroj Das, President, BSP Ex-OA  (5 minutes)
2.   Opening remarks by Chairman.                           (5 minutes)
3.   Action Taken Report by Gen Secretary and Update on Registration and Bank Account opening.                                               (10 minutes)
4.   Review by Chairman about FORSE activity subsequent to Rourkela meeting and efforts made so far.                                          (10 minutes)
5.   Feedback from all units.                                    (5 minutes each)
6.   Specific issues:                                                  (110 minutes)
 A.  General
*      Preparation of Schemes for post-retirement benefits like Pension to all and Mediclaim Insurance as per the DPE OMs dated 8th July 2009 (a) with formal participation of FORSE representatives (b) using (i) cash surplus of around Rs 2 lakh crore of Navratnas and Maharatnas PSUs which is lying idle in banks and (ii) unclaimed amount in Provident Fund deposits beside 1.5% PBT.
*     Other welfare measures including adhoc payment-coverage of emergency relief scheme as in some PSU’s –e.g- BHEL, IOC etc.
*     Recognition of FORSE by SAIL management for discussion on all matters related to retired employees of SAIL.
*     Creation and modus operandi of an emergency corpus fund by contribution from members, so that by the time mediclaim settles the issue, some help can be given by the FORSE at the hour of need.
*      Strengthening  channels of communication for ventilating grievances 
*      Introduction of a clause on satisfaction/ views of "Retd. PSU Employees in the PM's Trophy assessment criteria & Best Employer award by SCOPE.
*    Extension of facilities of SAIL/ SAIL Units like Guest House accommodation, Hall booking for Social functions etc., participation of Retirees’ family in SAIL’s social programmes at par with Regular employees.
*    Deployment of retired employees by SAIL in various jobs/activities as consultants, advisors etc.-utilization of in house talents(as suggested by MoS)
Session II:  Sept 20, 2014, 2.30-5.30 PM
7.  Suggestion  to Improve Health Care:      2.30 pm - 3.30 pm
The Guiding principle of the Healthcare including mediclaim insurance is that it is a matter of life and death leaving no chance for a repeat. So the benefit of doubt should always be in favour of the patient and there can be no room for slow action or laxity of any kind at any time at either end of the network of SAIL, Insurance Co., the TPA and the patient
®    Medical facilities at par with the Current employees like in Oil sector, BHEL etc.
OR
®    Full Mediclaim subscription for Retirees by SAIL (without retirees subscription)
®    One uniform SAIL MEDICLAIM CARD for all retired employees of SAIL may be issued
®      Renewal of lapsed mediclaim: Anytime & everytime with a nominal charge.
®     Only membership fees deposit should be required for renewal. No form filling etc.
(Following items to be taken up if above 5 points are rejected for Retirees by SAIL)
Ø  Upgradation of the present Medical facilities with review of present Medical Scheme and Malfunctioning of TPA.
Ø  OPD to be raised to Rs. 10000/- irrespective of age for each retiree member and the spouse with provision of floating (combining).(RINL has Rs. 8000/-for OPD and Rs.3 lacs for each with floating for indoor treatment. Members subscription inRINL is Rs.1300 each(lower than SAIL) for all.
Ø  Increase in the maximum limit of Rs. 3 lakh separately for each member and the spouse retaining the policy of combining the two as in RINL.
Ø  In view of the fixed upper limit of cost of treatment the Capping becomes redundant and hence needs to be withdrawn. Inclusion of Hospitals for OPD and Indoor Cashless Treatment.  
Ø  Inclusion of various tests, therapy (like "CYTOTRON Therapy") and gadgets required for absolute fitness of the Retirees and their spouse. Also "Cystoscopy" for cashless treatment,
Ø  Settlement of Mediclaim related Grievances - Role of Ombudsman.
Ø  Need for improvement/ increase in present medical scheme amount including hospitalization and OPD treatment. (Oil Sector and BHEL practice?)
Ø  In case of widows/widowers double payment should ensure them double coverage.
Ø  Renewal of Yearly Mediclaim policy : The Yearly Scheme may please be finalized at least two months before the year is over i.e. within December and the booklet should be made available to the members latest by the last week of December every year by SAIL instead of leaving the matter entirely with the TPA.
Ø  The procedure for filing claim in case of deceased person should be formulated and incorporated in the booklet.
Ø  In case of settlement of disputes, name of the officer with designation, official address contact number etc to whom such cases are being referred should be clearly spelt out
Ø  Registered Association/Society should be authorized to deal on behalf of mediclaim members.
Ø  The TPA/Insurer should ensure that the listed Hospital, for cashless treatment as published in the booklet, will not deny the admission against cashless facility during the tenure.
Ø  The TPA may withdraw recognition to a Hospital listed for OPD or Cashless treatment but by circulating a one month’s notice in advance to all the members.

·        Note: Due to the increasing cost of medical treatment the limit of OPD/Capping on implant and procedure (viz Hernia repair, cholecystectomy, Haemorroidectomy, appendicetomy , Hysterectomy) should be enhanced).
·         The day care procedure such as Angiogram (which incidentally is not specifically mentioned in the list of procedures) should be part of Indoor admission limit & not in OPD. It should be clarified for SAIL.
