Hon’ble Sansad Bhartruhari Mahtab Ji,
We congratulate you for introducing a forward looking
‘National Minimum Pension (Guarantee) Bill, 2014, for retired person from
unorganised and private sectors’ in the ongoing session of Parliament which
also envisages setting up of a National Pension Board. Our request is to include
the Retired Employees of Central Public Sector Enterprises (CPSEs) also
because of the miserable condition they are living in because they do not
have pension. Lowering of return on their saved deposits and ever increasing
prices of essential commodities and higher expenses due to health care in old
age is adding to the distressed living. You should not be surprised to know
that some of our colleagues have committeed suicide because of financial
stress.
We represent more than one lakh Retired Employees of
SAIL and their spouse who are facing miserable conditions in the twilight of
their life simply because the Govt of India could not formulate a policy for
them. Due to basic changes in post-retirement
benefit policy for CPSE employees SAIL retirees are grouped as pre-2007 and post-2007 category retirees.
This
letter refers to the miserable living conditions of the former (pre-2007
retirees) for whom the 2ndPay Revision Committee for PSUs had
recommended welfare benefits from a corpus created out of 1.5% of the Profit
before Tax (PBT) from 1.1.2007. GOI issued necessary directions to all PSUs
for its implementation. Oil companies and few other PSUs have already
implemented the same whereas SAIL
continues to ignore the Government order and leave us to face more and more
miseries.
These pre-2007 joined service in early 50s and 60s and
they are now in their 70s & 80s. There cannot be two opinions that
the strong foundation laid by these pioneers in the
formative years (1950s/60s) and the commitment, hard work & contributions
made by these retirees under very hard times (as these plants were being
established then in undeveloped/non-developed areas with no infrastructure or
facilities either for work or family) contributed to make SAIL the pride of
the nation as Maharatna today. SAIL has been earning profit since more than 15 years.
It is now a Maharatna company by its virtue of financial strength & its
contribution to development of the country in various aspects. Steel
production & consumption are indicative parameters of the development of
a country. The PSU owes some mercy to these Pioneer Very
Senior Citizen Retirees.
We
approached various authorities incl. the Ministers of the UPA Govt for 5
years without any result. SAIL is not prepared to talk, leave alone
implementing the Govt OMs. After the formation of NDA Govt in the Centre we
wrote a few letters to the Prime Minister, Finance Minister and Minister of Steel
but there is no response. They can be seen in http://sailex.blogspot.in
We
are writing this letter to you with a hope that (i) You will accede to our request in the subject matter and include the
Retired CPSE employees in your National Minimum Pension (Guarantee) Bill, 2014, along with those
from unorganized and private sectors and (ii) forward our request to the
Prime Minister (copy attached) or Steel Minister and help us in arranging
a meeting so that SAIL is appropriately advised to implement the Govt
OMs in time bound manner. This will benefit more
than a lakh of Retired Employees of SAIL and their spouse in the age group of
70s and 80s. The reason for requesting you to take extra trouble is
because many of us are financially and health wise in miserable
condition and so it will be difficult for our representatives to visit Delhi
too frequently unless a programme is fixed. I hope you will kindly understand
and appreciate our limits. However, our members/ representatives can see you
at Bhubaneshwar or Rourkela if they get your programme of visit to these
places in advance.
We
also request you to be kind enough to raise a question in Parliament, if
possible,

I am writing this note for help needed by those belonging to Pioneering batches of employees who joined in the very early stage of Industrial revolution in India in 50s and early 60s and became Early Retirees.
