Improve SMSRE 25-26 by removing First incidence clause / delete clause 9.0.

      Sub: Request to improve SAIL Medical Scheme by removing First incidence clause / delete clause 9.0.

Dear Sir,

As a major outcome of the detailed discussion in the 15th FORSE Apex Council meeting held at Ranchi on April 09-10, 2025 wrt removal/ deletion of First incidence clause / delete obnoxious clause 9.0 in SAIL Mediclaim Scheme for Retired Employees

 It has been our demand that all treatment cost for terminal diseases like Cancer etc should be made free by SAIL which is prevalent in some major PSUs. The clause 9.0 is redundant and atrocious the first incidence Clause is tardy and inhumane. Cancer is long drawn and it is mockery when it is detected. In most of the cases detection is confirmed at stage 3 or even stage 4. But when the treatment is started and continued during the policy period the total money of Rs 8 lakhs plus Rs 5 lakhs should be payable though the small additional money should be increased manifold. One case was cited that at Kolkata one member was diagnosed on 20th June of 2024 and admitted in July 2024 after completing the payment procedures for the new scheme. As on date he has exhausted Rs 8 lakhs and is still admitted in Tata Medical Centre and in critical condition receiving treatment in ICU. The new bill has risen to Rs 6 lakhs and TPA has refused to entertain any new claim under the pretext of first incidence clause which is simply harsh and highly unethical. So due to fund crunch the patient is to be discharged. The objective is to help the dying member instead of dumping him with some obnoxious clause which needs immediate abrogation.

Sir, we request you therefore to kindly order for removal of First incidence clause/ clause 9.0 which is against the very nature of helping the poor insured patient.
