Sub: Appeal to amend the Vehicle Scrapping Policy in favour of Sr. Citizens/ Pensioners/ Retired Employees

Hon’ble Mantri Sri Nitin Jairam Gadkari Ji,
This is to draw your kind attention to the subject issue discussed in the Apex Council of our Federation representing over 1.25 lakh of Retired Employees in its meeting at Ranchi on April 09-10, 2025 with special reference to the contents of the above referred letter which failed to get a favourable response from the Govt. till this day. This was still uppermost in the minds of the Apex council members who are Retired Employees of SAIL/ Sr Citizens who do not have the luxury of running their Vehicle post-superannuation or after becoming financially weak because of ever increasing prices of essential commodities and continued reduction in interest on deposits and that nothing has been done by the Govt on our earlier request.
It was decided to request you once again to kindly exempt the senior citizens, especially those who do not get any pension and whose car or two wheeler vehicle has to be scrapped or re-registered in 15 years from the limit as most of the people do not drive the vehicle even for 25000 km in 15 years. Forcing them to scrap their cars/ vehicles by counting number of years is not a pragmatic approach as the wear and tear is minimal for less distance travelled.
Sir, The Web of “Senior Citizen Corner” under “Pensioners Portal” of Govt of India reads in their favour but Govt does not intend to honour that.
In view of the above, we request you to kindly amend the vehicle scrapping policy esp for Sr. Citizens/ Retired Employees by replacing the factor number of years of registration by a combination of distance travelled, general maintenance, financial capability of the owner and efficiency of the engine etc.

This is to draw your kind attention to the subject issue which is uppermost in the minds of Sr Citizens who do not have the luxury of running their Vehicle post-superannuation or after becoming financially weak because of ever increasing prices of essential commodities and continued reduction in interest on deposits. We are sure that whatever be the the purpose of enforcing the vehicle scrapping policy the Sr Citizens cannot afford to travel even a thousand or two kilometers in a year including for a compulsive journey. Forcing them to scrap their cars/ vehicles by counting number of years is not a pragmatic approach as the wear and tear is minimal for less distance travelled.
Sir, The Web of “Senior Citizen Corner” under “Pensioners Portal” of Govt of India reads like this:“Senior Citizens are a treasure to our society. They have worked hard all these years for the development of the nation as well as the community. They possess a vast experience in different walks of life. The youth of today can gain from the experience of the senior citizens in taking the nation to greater heights. At this age of their life, they need to be taken care of and made to feel special.”
In view of the above, we request you to kindly amend the vehicle scrapping policy esp for Sr. Citizens (+ Pensioners/ Retired Employees) and replace the factor number of years of registration by a combination of distance tvelled, general maintenance and efficiency of the engine etc.
